FCC Announces ACP Wind Down starting Jan. 25, 2024.
Affordability
Broadband connectivity goes beyond the poles and wires across communities. To ensure access, individuals must be able to access broadband service. Access includes financial affordability, access to equipment, and support for training to use digital services.
More information on MCA’s broader work to ensure digital equity for all is available on our digital equity initiatives page.

The Affordable Connectivity Program (ACP) and ACP4ME Campaign

The Affordable Connectivity Program (ACP) is a $14.2 billion federal program that helps families and households who are struggling to afford internet service. Funded by the Infrastructure Investment and Jobs Act (IIJA), the ACP provides eligible households with a discount of up to $30 per month (up to $75 per month for households on qualifying Tribal lands). New enrollments into the ACP ended on February 7, 2024, for more information read the wind down section below.
The ACP4ME campaign is Maine Connectivity Authority’s new statewide initiative to increase awareness and enrollment into the ACP. In Maine, 238,717 households are eligible for the ACP, yet only 97,186 (41% of those eligible) have enrolled (as of January 22, 2024).
In partnership with Education SuperHighway, a national non-profit working to close the broadband affordability gap, we are building a statewide coalition of local communities and trusted institutions to raise awareness of this critical program through earned and social media. We are asking you to leverage your networks to increase awareness of ACP.

As part of the broader ACP4ME campaign, MCA organized a statewide Week of Action to increase awareness of and enrollment in the ACP from August 4-12, 2023. There were no less than 18 in-person ACP enrollment events across the state, countless engagements online and on social media, and the ACP was featured on three local news outlets. While it is important to celebrate progress in getting more people aware of and enrolled in the Affordable Connectivity Program, we also recognize that the work isn't done yet!

Without additional funding from Congress, the allotted $14.2 billion to fund the ACP is projected to run out in April 2024 (this date is an estimate and may change). As a result, the Federal Communications Commission (FCC) has begun taking steps to wind down the ACP. The ACP will stop accepting new applications and enrollments on February 7, 2024. Current households enrolled in the ACP will also receive notices from their internet service provider which will undoubtedly create confusion and frustration. MCA continues to track decision-making bodies to best understand potential outcomes of this program.

In preparation for Maine's ACP Week of Action, MCA hosted a series of workshops with MCA staff and other experts from around the country. Please feel free to continue using these workshops to support enrollments in the ACP. These workshops are not intended for individuals interested in enrolling in the ACP. MCA would be happy to connect individuals with our partners across Maine that are conducting direct ACP enrollment.
