Request for Proposals: Verification and Validation Services for BEAD Projects

The Maine Connectivity Authority ("MCA") seeks an experienced Verification and Validation (V&V) consulting entity to independently audit, track, and verify project milestone completions under the Broadband Equity, Access, and Deployment (BEAD). The awarded entity will understand, review, execute protocols, and certify compliance across three core areas: Technical Performance, Regulatory Compliance, and Financial Validation.
The BEAD program, funded by the Infrastructure Investment and Jobs Act (IIJA), is a federal grant program administered by the National Telecommunications and Information Administration (NTIA) that aims to connect every American to high-speed internet by funding partnerships to build infrastructure where it is needed and increase adoption of high-speed internet.

MCA is seeking an independent consultant to administer the full breadth of the BEAD Verification and Validation activities including network reliability testing, visual inspection of the built network, and financial validation of all project deliverables.
The selected firm must execute verification and validation protocols aligned with 6 funding/implementation milestones for a portfolio of approximately 20 BEAD infrastructure awards distributed among two primary grant recipients. This may include, but is not limited to regulatory compliance, financial validation, and technical compliance, performance tracking, and network verification.
